fleck needs a reliable packet delivery layer or two. features that would be really nice to have are:

  • opt-in partially-ordered packets
  • opt-in guaranteed delivery packets
  • opt-in flow control

aka, opt-in to each part of TCP separately. not a big ask, right? :p
